Global Fund Recipient Strengthening
Global Fund recipient strengthening – In September 2009 Q Partnership started a historic journey with the Global Fund and its key American partner Grant Management Solutions. The Global Fund is a 21st-century partnership organization designed to accelerate the end of AIDS, tuberculosis and malaria as epidemics, investing nearly US$4 billion a year to support programmes run by local experts in countries and communities most in need. Over the next decade Q Partnership provided a range of organizational strengthening roles in 10 countries in Africa, Asia and Eastern Europe:
- Governance strengthening – the establishment of country coordinating mechanisms (multi-stakeholder Boards), designing guiding documentation, capacitating members, testing for eligibility for Global Fund financing (measuring performance against improvement plans),
- Secretariat Leadership and management – assisting in the planning and management of the CCMs Secretariat.
- The design and installation of dashboards to help the oversight of grants, using a variety of indicators, populated with Principal Recipients data and training of dashboard users to maintain the tool and supply CCM meetings with useful decision making data.
Q Partnership made major contributions in the development of this oversight approach which lead to a globally-used approach with dashboards; the design and implementation of the institutional architecture for the SADC Elimination Eight fight against malaria in Southern Africa (based in Namibia), and the reconfiguration of the Nigerian Aids Control Authority to enable them to continue receiving Global Fund financing. Q Partnership was recognized in 2017 as Grant Management Solutions most improved regional partner in Africa.
